According to the Radak, this refers to Yishmael and Edom (the exile in which we live today.) “Don’t think that only Yisrael will be scared of Yishmael and Edom at the end of days. Rather, the entire world will be gripped by terror and fear from the merging of these two nations. However, in the end, Hashem will save Yisrael and the tzadikim!”

On that day when Mashiach will come, the sun and moon will be darkened. Radak: the world will be darkened by the suffering /pain of Yishmael and Edom. However, Mashiach will conquer the other half of Yerushalyim that is in the hands of a foreign nation. In the end, Hashem’s light will shine forth from Tzion!”
